本刊简介
《中国海洋法学评论》(China Oceans Law Review)(以下简称本刊)是海洋法领域中英双语对照的优秀国际学术刊物。自2005年创刊以来,已走过二十年的发展历程。
· 2005年 创刊
依托厦门大学在海洋研究领域的深厚积淀与学术实力,傅崐成等厦门大学老一辈海洋法学者联合校内外同行,共同创办了中英双语学术期刊《中国海洋法学评论》。2005年6月,本刊第一期由(香港)中国评论文化有限公司正式出版。
· 2019年 发展
自2019年总第29期起,本刊中文刊名更名为《中华海洋法学评论》,国内刊号 CN-35(Q)0017,国际刊号 ISSN 1813-7350,电子刊号 ISSN 2518-6906。本刊由厦门大学主管,厦门大学南海研究院主办,大连海事大学海法研究院、香港理工大学董浩云国际海事研究中心、澳门大学法学院和台湾师范大学政治学研究所联合协办,面向国内外公开发行。多年来,本刊的办刊质量和学术影响力持续提升。
· 2024年 转型
基于事业发展需要以及国家对侨刊管理政策的调整,为保持并进一步扩大学术影响力,本刊自2024年起停用侨刊刊号,2025年起改为集刊形式由厦门大学出版社出版发行,每年出版两辑,同时中文刊名恢复为《中国海洋法学评论》。尽管刊名与出版形式历经调整,本刊始终不忘初心,未来将继续依托厦门大学法学院、南海研究院在海洋法学科及海疆政策相关领域的研究优势,不断提升出版水平,延续既有的传统与特色。作为中英双语对照学术集刊,本刊将继续在国内外学术界发挥积极作用,巩固并保持在高校国际海洋法研究领域不可或缺的重要地位。
经过二十年的发展,本刊得到了各界的广泛认可与重视,海外订户包括国际海洋法法庭、德国马普所等国际司法机构和知名研究机构,目前已被国内多家学术机构认定为内部权威刊物,并被HeinOnline、北大法宝、台湾华艺、万律、维普、中国知网等国内外知名学术数据库收录。
本刊秉承“大中华、大海法”的宗旨,致力构建一个学术与科学的高水平海洋法学交流平台,力求刊发国内外与海洋法律、海洋政策相关的一切优秀研究成果,为推动我国海洋相关法律科学与实务运作的研究与发展、为促进人类更好地认识、利用和保护海洋贡献力量。感谢各位作者与读者的支持与厚爱!
Introduction
China Oceans Law Review (COLR) is an established international academic journal dedicated to the law of the sea, featuring bilingual (Chinese and English) publication. Since its launch in 2005, the COLR has evolved over two decades of continuous development.
· 2005 Launch
Building on Xiamen University's longstanding expertise and academic strength in ocean studies, pioneering law of the sea scholars at the university—most notably Professor Kuen-chen FU—joined forces with peers from both within and outside the institution to establish the bilingual academic journal China Oceans Law Review. The inaugural issue was published in June 2005 by China Review Cultural Limited (Hong Kong).
· 2019 Transition
Beginning with Issue No. 29 in 2019, the Chinese title of the COLR was updated to "中华海洋法学评论 (Zhonghua Haiyang Faxue Pinglun)". It was officially registered as an overseas Chinese journal with the domestic serial number CN-35(Q)0017, the international serial number ISSN 1813-7350, and the online serial number ISSN 2518-6906. During this period, the COLR was supervised by Xiamen University and sponsored by its South China Sea Institute. It was jointly co-sponsored by the Maritime Law Academy of Dalian Maritime University, the Tung OOC International Maritime Research Centre of The Hong Kong Polytechnic University, the Faculty of Law of the University of Macau, and the Department of Political Science of National Taiwan Normal University. The journal was distributed both domestically and internationally, and over the years, its editorial quality and academic influence have grown steadily.
· 2024 Restructuring
In light of evolving institutional needs and changes in national policies concerning overseas Chinese journals—and with a view to sustaining and expanding its academic reach—the COLR discontinued its overseas Chinese journal serial number in 2024. Beginning in 2025, it will be published as a collection of papers by Xiamen University Press, with two issues per year. Its Chinese title has now reverted to "中国海洋法学评论 (Zhongguo Haiyang Faxue Pinglun)". Despite these changes in title and format, the COLR remains true to its founding mission. Moving forward, it will continue to draw on the strengths of Xiamen University Law School and the South China Sea Institute in the fields of law of the sea and maritime policy, maintaining its editorial standards while preserving its distinctive traditions and character. As a bilingual academic series, the COLR will keep playing an active role in national and international academic discourse, reinforcing its standing as an indispensable resource in university-level research on international law of the sea.
After twenty years of publication, the COLR has earned broad recognition and respect within the academic community. Its overseas subscribers include leading international judicial bodies and research institutions such as the International Tribunal for the Law of the Sea (ITLOS) and the Max Planck Institute (MPI) for Comparative Public Law and International Law. It is regarded as an authoritative publication by numerous academic institutions in China and is indexed in major databases worldwide, including HeinOnline, PKULaw.com, Chaoxing Fayuan, Airiti Library (Taiwan), Westlaw China, CQVIP, and CNKI.
Guided by its founding principle of "A Broader Vision for China, A Deeper Dive into Maritime Law," the COLR is committed to providing a high-quality platform for academic exchange in the law of the sea. It seeks to publish outstanding research on all aspects of maritime law and policy, thereby contributing to the advancement of maritime legal scholarship and practice in China, and promoting a deeper understanding, sustainable use, and protection of the world's oceans.
